IEEPA Refunds Could Be a Lifeline for Small Businesses

While tariffs have imposed significant financial strain on businesses, IEEPA refunds could provide a lifeline for many small companies.


Preliminary results from the new We Pay the Tariffs survey show:


  • Nearly half of respondents say refunds are critical to their business’ survival.

  • More than 25% could avoid closure altogether with help from refunds.

  • Half of respondents say refunds would help resolve debt issues.


One small business with 12 employees shared:


  • We are deeply in debt as a result of the tariffs and their related effects. If we receive refunds we will pay down debt and hope to be more financially stable.”


Another small business with 10 employees described the stakes this way:


  • We are trying to determine if we lay people off, if we do, how long can we exist? Our saving grace is our IEEPA refunds.”


These are the types of experiences we seek to capture in our new survey – with the end goal of publishing a major tariff report. The more responses received, the more robust our results will be.

When those refunds take too long, it can really mess with cash flow, hiring plans, and the everyday operations too, especially for companies already trying to manage rising costs. I feel like quicker action could make it easier for many businesses to restart, and then eventually grow again. Even a professional business plan consultant, or someone similar, would basically say that financial stability and clear, predictable policies matter a lot for long-term planning. Hopefully small businesses get the support and refunds they deserve, without all these unnecessary delays.
